Every story is scored across all three. The scores add to 100. They measure different dimensions of the same event — legal reality, cultural meaning, political function.

The overall grade reflects how evenly all three categories are activated (balance) and how extreme the event is across those categories (intensity). A perfectly even split on a routine story is still a C. A story where all three are firing at full force earns an A.
